MCP error

I am having a problem with an MCP output. The Weibull distribution is missing two sectors even though the frequency distribution is picking them up. The mean of the frequencies for the Weibull is only 89.6. Both the measured site data and reference data inputs seem fine and they both work okay when carrying out MCPs with other datasets, the problem only occurs when this particular site data is paired with this particular reference data. The problem only occurs for a Regression MCP, the Matrix MCP output seems fine, however I want to use the Regression output. I have tried applying a directional offset and reducing the number of sectors but nothing has worked. I would be very grateful for any input/ideas as to what may be going wrong in the MCP.
